The method
Facts, then filters, then price
It is the same four steps every time, and the order is the whole point. Price is the last filter, never the first.

Assemble the facts
ZIP code, household, ages, income, physicians, prescriptions. Or for an agent: the book, the statements, the licences.

Apply the hard filters
Anything that fails on network, formulary, eligibility or compliance is removed before it is priced.
